When successful Florida businessmen saw a need to build public facilities at less than the price school systems and municipalities were paying, on time and efficiently, they founded their own company – and taxpayers are benefiting. 

Public School Development Solutions Inc. (PSDS) was founded in 2021 “as an innovative turnkey school building solution to benefit districts as they grappled with rising costs and accelerated timelines to produce new facilities,” said Client Services and Community Liaison Jerrod Parker.  

The founders represent some of the hottest businesses in the country today — commercial and residential construction, development, real estate and general business. Their experience and expertise led to the formation of their new company, which has corporate offices in Lake Wales and Palm Beach Gardens. 

They are concentrating their efforts in Florida, where they’ve built all over one of the country’s fastest-growing states. In May 2023, the company was finishing construction on two projects: 

• The Scenic Terrace K-8 school in Haines City. 
• The Indiantown Career Tech High School in Indiantown.  

“Both projects are highly successful on-time deliveries and are saving the clients millions of dollars,” Parker said. 

Polk County ranks fifth among the fastest-growing counties in the country. Its population has increased from 725,000 in the 2020 Census to an estimated 762,000 today. 

“As such, it’s having a difficult time keeping up with the demand for new roads, new schools, new fire stations and other essential public facilities,” Parker said. “PSDS brings an innovative, alternative approach to building through the state legislated public-private partnership structure. The state encourages this innovative approach. It provides significant time, money and human resource savings in a way that benefits Florida taxpayers while helping clients keep up with growth-based demands.”

Their public-private construction model has been welcomed by Polk County Public Schools (PCPS), he said.  

“PCPS has an incredible team of employees and School Board members. We have a great partnership and a track record to build on. PSDS will continue to invest in that partnership when and where the School Board feels that it makes sense for them and Polk County taxpayers,” Parker said. 

The company employs about 30 people but works with hundreds more as part of their design and construction teams.

We support other charity organizations and philanthropic foundations that improve the quality of life for local residents. There is no interest in building a facility and leaving that community. When we build a facility like a public school, we become part of the fabric of that community.”
